The purpose of the MSC Council is to serve as the governing
body of the MSC, to formulate MSC general and specific policies,
to guide the MSC officers and programming committees, and to advise
the MSC operating departments. It is also responsible for maintaining
consistency of the financial operations with the stated purposes
of the MSC.
The MSC Council holds meetings every Monday evening during the
fall and spring semesters, and twice during the summer. Other
meetings are called by the president of the Council as needed.
Parliamentary procedures are used during the meetings where a
quorum represents the majority of the total voting membership.
During the summer, spring break, and Christmas holidays, a quorum
of the Council consists of seven voting members with at least
five members students and one non-student.
According to Heather Hartman, 1993-1994 MSC President and Craig
Cumberland, 1993-1994 Executive Vice-President of Finance and
Administration, the selection process for council officers is
an application-and-interview procedure. Candidates for office
begin by turning in their application and performance appraisals
for review by members of the existing Council and members of the
Texas A&M staff. An interview is then scheduled for each candidate.
Focusing on three topics--goals, leadership, and student/staff
partnership & Union Philosophy--interviews are performed in
three separate locations and are approximately thirty minutes
in length. The higher the position in the MSC Council for which
the candidate is applying, the longer and more in-depth the interview.
Nine people are chosen to be on the selection committee for each
round of interviews. The committee is made up of six students
and three faculty or staff members. Three people sit in each interview
room: two students and one faculty or staff member. At the conclusion
of the interview, the selection committee discusses and deliberates
over each candidate. A nomination for each position is then forwarded
to the Council for discussion. Finally, the voting members of
the Council meet in a closed session to select new officers.
The duties of the MSC Council members are as follows:
As outlined by the Memorial Student Center Constitution, the
roles and responsibilities of the executive officers follow. The
President of the MSC Council provides direction and motivation
for all MSC activities. He or she will perform such duties as
are incumbent upon the office. The President chairs the Council
and appoints personnel to standing and ad hoc committees.
The Executive Vice President for Administration insures the overall
planning, coordination, and evaluation of the financial systems
and operating areas of the MSC. This officer coordinates the overall
strategic planning process for the MSC. He or she supervises the
approval process for budget revisions and budget requests.
The Executive Vice President for Human Resources insures the overall
planning, coordination, and evaluation of the personnel and leadership
development areas. He or she is responsible for the nomination
and selection process for MSC Council Officers.
The Executive Vice President for MSC Relations insures the overall
planning, coordination, and evaluation of marketing, public relations,
and development. He or she aids the President in representing
the MSC's interest as a liaison to the Texas A&M University
administration, the former student community, and other student
organizations.
The Executive Vice President for Programs insures the overall
planning, coordination, and evaluation of all MSC programs in
conjunction with the programming vice-presidents.
Each of these Executive Officers has his or her own jurisdiction
over various vice-presidents, directors, and chairs.
